99 dodge 2500 4x4 having some jumping in boost gauge needle around 28 30 psi of boost ? could this be in the air to air bad gauge or turbo problems?

could be wastegate flutter.

you have a snubber on it? or a needle valve?

does it do that at any other boost levels?

The snubber is in the block it is just a compression fitting. It feels like it cut out some.

a snubber is just a fitting with a tiny hole (around an 0.008" diameter) that dampens the pulsations that can cause rattles. it goes inline with a pressure reading tube...fuel pressure, boost pressure. a needle valve can accomplish this too, you keep closing the valve until it is barely open...still allows a reading but dampens the vibrations. ive never had good luck with a needle valve, maybe if they made one with fine thread i could fine tune it better.
