Truck won't start and power steering, brake issues

I have a 98 ram 2500 2wd. When I turn the key it clicks, just one click, and nothing. At one point I thought it was a bad battery, because it would kind of struggle or be sluggish to start. I had the batteries checked out and they tested fine. I'm fairly sure it's the starter, since for a while it would eventually start. Now it won't start at all. Mostly I wanna make sure I'm thinking right, and if there's anything else I can check to make sure that's what is wrong.

The second problem is that the power steering and brakes have quit working. From what I can see there is plenty of fluid for the both. I don't know much more about how they work. If it is 2 pumps or one main one. If there are multiple pumps it's pretty unlikely that both went out at the same time, but a single one for different kinds of fluids doesn't seem right either. So I have no idea what is going on, or how to try to repair it my self.

Any help would be awesome.
Thanks in advance.

Sounds like a starter to me. Just make sure you have a good connection on the big wire down at the starter. Power steering and brake hydra boost use the same fluid. Make sure the pump is going around. Do you have vacuum? Do hvac controls work and do you have 4wd? Vac pump runs power steering pump.
