well without a pressure gauge to test at the filter and or the vp its going to be hard unless you have a fuel preesure gauge installed in the cab....I would loosen the return line on the vp and crank it to get the lift pump going and see if you get flow... also its going to be asked so I may as well ask it...When was the last time the fuel filter was changed...Kinda sounds like air in the lines to me from running it out of fuel. Ive seen bleeding the air out of the retrun at the injection pump restart a truck really fast..Although mine seems to need the air bled from there and at least three injectors before it wants to start.. also do you smell raw diesel? and have you looked under the truck at the lines where the feed line hooks to the canister in the tank cause that metal 90 rusts and allows air to get into the system and that would cause it to act like it ran out of fuel also and it will be wet with fuel down that line and onto the frame rail...

I hope this helps bro...
I would honestly give it a good bleeding to get it started and go from there... If the lift pump is bad who knows how long it has been that way...
