Trans wont shift out of first
I'm needin some advice on what to do. My trans wont shift out of first unless I rev the motor to 2000rpm and then let off. After it shifts to second and i get on it again it shifts back into first.
Searching previous threads I found it could be TV cable, govner solinoid, or the speed sensor on the transmission.
I just need some advice on where to start.

If your TV cable is properly adjusted, basically as soon as you touch the accel pedal, the kickdown lever should be moving on the tranny.
Being as you are working on an 02, try the key trick to retrieve codes. Usually when the speed sensor in the tail of the transmission goes, it gives off a code. However, revving your engine in neutral will throw this code also, which is deceiving. If that checks out ok, then you can R&R your governor Solenoid. Easy replace and usually is the culprit...

It happened to my 99 pretty much the same way. Solution was a 2k rebuild. I upgraded the flowback, kickdown and torque convertor while it was in the shop or it would have been closer to $1200. They told me that what had I was "limp mode" and the comp wouldn't let it try to shift normally until it was fixed.

Is there any way to tell for sure if the band is broke? I hate to spend money for the solinoid and sensor if its not the problem.
One thing i might add is that after i let off the pedal and it shifts to second if i'm real easy on it and don't accerlerate to fast it will shift to third and then from there everything is normal. It will only slip back into first if to much power is applied when the rpm's are below around 1600-1700

Odds are real good it is the governor solenoid from your description.
Get a gauge hooked into the gov pressure test port on the passenger side of the tranny with a long hose on it . Then run it into the cab and drive the truck and let us know what the gauge reads and how it reacts.
It could just be the governor itself on the tailshaft acting up not likely but possible, pressures will give you a good idea of what to look for before you open it up.

Dropped the pan last night. pulled the solinoid and transducer. Solinoid screen was clean. Found a small piece of metal stuck to the magnet in the pan. Change filter and put in fresh ATF+4. Didn't fix the problem.
I didn't test the pressure as rattlebob suggested. Don't know which port to hook to and didn't have a hose handy.
I hate to put money into this trans when i could be putting it toward a rebuilt one. The dealer has both solinoid and transducer in stock for over $200. I'm seriously thinking about ordering one from Dave or having a local shop rebuild it.

Decided to try a few more things before getting the tranny rebuilt. I got a $50 dollar torque wrench at Oreillys and adjusted the bands. On the front band I had to back the lock nut almost clear off to get 72in.lb. seemed kinda far but then i've never done before either. I backed it off 2 turns. The way its set now is quite abit tighter than before.
The rear band adjusted up about the same as it was.
While i had the pan off i was looking at the front band adjustment bolt and seen that there was a chip on the collar (or whatever its called) where the adjustment bolt pushes up against it. It looked like it could have been the peice that i found in the pan earlier. Don't know if this is very serious or not.
The band adjustment made it shift better but still didn't solve the problem of the first to second shift. The only way it shifts half way normal is when i loosen the tv cable so there is 1/8 in. slack in it.

I had a shift problem with my 99 about a year ago. It would not come out of first gear. At the time my low fuel light was on. I started to limp home and stopped to refuel the truck. All of a sudden is shifted normal. Later, I put a 5 gallon can of fuel in the back and drove it until I was back with the low fuel light on. Same issue…would not come out of first gear. I ended up replacing the mag pickup (speed sensor) on the transmission and that fixed the problem. The pickup on the transmission feeds the PCM and the one on the rear end feeds the speedometer. Hope this helps. I still don’t understand the fuel connection.
Poorly maintained trans. The band was loose and it "cocked" the adjuster adapter which probably broke it. I often find the strut rod bent on some of these tranny's too, if it's still in place and not laying on top of the valve body. Sometimes you get lucky and can drop the valve body out, replace the broken/bent pieces and go on your way. Often though the band is glazed from getting hot (from being loose) and won't apply properly. At this point it's tear down time.
Anyone else have this issue. Truck runs/drives/shifts great then al of a sudden, the issue appears. Remains in 1st till 2k rpms, let off pedal and it'll shift, 2nd gear same. Once on the hwy rolling all seems to be ok in/out of OD. I just replaced the speed sensor about 5mo ago. Thoughts?
