Unhappy timing sensor / engine postion sensor

My brother drives a 2002 dodge 24 valve and had problems when going up a hill it would loose power . if he would shift it would take a moment then it would come back. took to shop and checked it said timing sensor / i call them a engine postion sensor. what is the location so i can tell him on the phone he is in Arkansas and I am in Nevada.

The only sensor I can think of is the Cam Position Sensor, but that going bad wouldn't result in the loss of power,
it usually manifests itself with loss of tachometer readings, or the engine just wouldn't start or run.

I'm betting that it is a timing problem in the injection pump, and that isn't fixable.

What persuaded the place he took it to to come up with that diagnosis?
