1999 dodge 2500 h.d. replaced vacuum pump (no brakes no steering)
still wont work. when brakes are applied power steering fluid backs up
and spills out of the filler cap.(help?)

Power steering pump works the brake booster. Not the vaccum pump IIRC.

Sounds like you need a new power steering pump, which is our brake booster on there trucks.
