What brand starter did you purchase? Was it a reman?

pulled the starter yes it is a reman, hadit tested and its good, the connector on the cable end that goes to the starter, the loop seems to large that goes around the starter post,it may not be makin good contact with the post, could that be the problem?

I would double check all connections first, clean them up and some Dielectric Grease is always a good idea.
If this does not help i would say the starter contacts may have a point of wear. You can replace them yourself, its a lot cheaper than a new/reman starter. http://www.fostertruck.com/dodge/

BTW did they test it multiple times at the parts store, or just once?
