"revving" when starting

my girlfriend has a '02 2500 5-spd with a 24v cummins. her truck revs to 1200 or 1300 rpm's when it starts with no foot on the pedal then idles down to normal. I haven't dealt with 24 valvers as much as the 12-valve ones and was just wondering if this is a sign of something wrong(injection pump dying, apps, sensors, etc.....). Thanks for any help and its greatly appreciated

EDIT: also as far asi know there arent any codes because the check engine light isnt on

Is it when she puts it into gear right away? or just after it starts up in park or neutral it does it?

its a stick shift. but it does it anytime it starts, hot or cold. no foot on the gas pedal. any ideas

Mine did it with a bad map sensor, but mine would set a code some of the time.

There could still be codes even though the CEL is not on.

You can check them without a code reader on the '01 and newer trucks by cycling the key to on-off-on-off-on quickly (without starting the engine!) and read the codes in the odometer window.
