P-pump question

P-pump question

Looking to buy a 98 crew cab 4x4 1 ton dually but I want a 12 valve and would prefer a stick instead of a auto tranny. Obviously they are hard to find. I heard the 99-2002 had the VP pump which are apparently junk or dont make good power like the p-pumps. Is this true and if so how hard would it be to switch to a p-pump in a 99-2002 model? How much cost? Not looking to drag race the truck but i want good power for pulling a 34 ft triaxle gooseneck from time to time with some heavy loads and I know the 12 valves make good power the cheapest, or so I've been told. Any advice ? Only have about 14,000 to spend on a truck.
