Noticed something on lift pump

I was changing my lift pump today and noticed something. I pulled the old one out and noticed that the three bolts on top of the pump that also hold down a plate were just barely snug (I could almost turn them by hand). When I opened the new one these bolts were loose also. I snugged them up and put it on. The test drive showed good pressures. I have heard that some pumps were bad out of the box. I wonder if this could be one of the problems with bad pumps out of the box?

If I rememeber right from the last time I tore into one, there is an o-ring seal under the cover. The bolts don't need to be super tight but they should be more than finger tight.
Does anyone else remember if ti is an o-ring or is my mind going again? (still).

On mine it was a synthetic rubber sealing plate supporting the counterplate of the pump. The bolts give some preload to tighten the rotor up a bit.

Just my 2c

Just getting ready to put motor back in after latest bombing run and the in checking the vp44 the bottom most nut was gone and the one next to it closest to the PS cap was half way off. We replaced all the nuts with nyloc locking nuts so they stay on.
