no power

I'm at my wits end. Truck starts, runs fine, just no power. Turbo never seems tio kick in. Checked lift pump pressure - 17 psi. Turbo waste gate is bad, but stuck closed. Should be worried about tubo exploding, instead of not working, right? Truck is stock 2000 with less than 100k 3/4 ton 4x4. Truck was my son's. He was killed in Afghanistan in 05, which explains low miles. Can anybody help me trouble shoot this beast. I spent twenty years as an aircraft mechanic, and this one has me stumped.

I can not afford to go to the dealer, or some expensive repair shop, living on VA pension.

Did you change the fuel filter? How do you now the turbo has no boost? do you have gauges?
Im not sure if 2000 can read codes but you can try this ....turn key on -off-on-off -on dont start watch ODOMETER it will read a series of codes (if 2000 will ) 2001 will read like this if not you can try to go to autozone and get the codes pulled most times free. let us know we can help you
