Yeah I know, that article is confusing.
I'm luckly not all that famillar with the 24 valve lift pumps, but don't they have a built in pressure regulator?

 

Yes there is and reportedly that is the biggest problem. Don't remember just why, something with the spring for the flapper, either it lets the vanes cavitate or stick open or closed or something like that, really do not remember right know what the real culprit is.
