Low power during warmup

Low power during warmup

02 3500 w/60,000 miles. Low power while warming up to temp. Started about 5000 miles ago. First thing in the morning when the outside temp is below 45 degrees or so it has low/no power until the temp gauge gets to about 150 or so. I thought it was the dead pedal thing because it also felt unresponsive at part throttle. I just installed Timbo's aftermarket APPS and it seems better at low and part throttle but did not help the low power during warm up problem.
Anyone with the cure for this or where to start looking? Thanks.

did you check for codes?
also, might want to clean the IAT sensor??

You need to check the fuel pressure and let us know what it is.
Is it an auto or stick?

Its an automatic.
Just checked the IAT sensor and its clean & ohms read correctly for different temps.

Turn the key on , off, on, off, on without engaging starter on the third time leave key in the run position. The ecm codes will appear in the odometer window.

I borrowed a test gauge yesterday and the pressure was mostly 8 or above. It would go below 5 (about 4.5) for a second or so under hard acceleration. The truck was fully warmed up by then so I don't know the pressures when it was cold. I installed a FASS DDRP yesterday afternoon. Drove it this morning and it seems to be fine now but it was not as cold overnight as recently.
The codes are, P PCU 1693, P ECU 0216. I don't have a way to reset it and am waiting on a dash mounted fuel pressure gauge to see what I have for pressure now.
Since my original post I've read the opinions about the 216 code. This truck has about 60,000 miles on it and the truck started the dead pedal problem about 6000 miles ago.
