ok in my 01 i can be going up a hill rolling along at like 70 and if i get a car going slow in front of me and i have to back out of it . when i get back in it doesnt want to build any more than 18psi of boost and wont rev past 1800 and will stay at what ever speed i have to back down to. theres no codes and it has fresh fuel filters.

does it feel like "fuel" or a "TC" locking and unlocking issue "tranny"
i had a simmilar problem not to long ago...i looked at the "common problems" threads and "tech" threads here and found there is an issue with TC locking and unlocking.....tried the fix suggested and i havent had the problem since...
problem seems to be a bad shielded wire off the altnator going to the neg battery terminal...fix is to wrap the (for me a black with tan stripe wire) with aluminnum (sp) foil then follow that up with electric tape....
the problem came up this summer and it has been unusally hot this early and a particular hill i travel probally 2-3 times a week unloaded gave me fits...around the 50 mph and 1500-1600 rpm range...i would cycle in and out of 3 and 4th gear...did the fix and well i dont have the problem anymore and now i do the hill at 50 mph pulling 6-7k (boat)
look it up and give it a try....

I really, truly hope that it is not the IP... but I am afraid that it is. It sounds from the description just precisely like what is happening to me at this very time.
Could be the big tires but you'd get black smoke if it didn't want to accelerate because of that I'd imagine. So I am guessing, the truck does not want to fuel enough in response to your pushing the pedal. This as I understand can be either the APPS or the VP.
And, my CEL never lit up. But the kiss of death 216 was there.

Paul has a good point. The bigger tires may not have helped but the engine should make enough power to overcome the added rolling resistance. By the way, your fuel pressure feeding the IP is a bit too high in my opinion. It shouldn't be more than about 17 psi max. Too much pressure to the IP can cause performance issues at higher rpms.
Same problem here, I have a 99 with new apps, its a six speed, I removed all boxes so back to stock replaced all filters, always have a consistant 12 to 14 fuel pressure on a guage read off the top of the fuel filter. and the other day I took a trip for 10 hours and it happened about 200 times. The way I fixed it for the trip was to press on the clutch and let the engine go to idle and then I could have all the power back. but I had to do it about 200 times during that trip.. For me All of a sudden Im driving down the road at cruising speed and try to to accelarate and nothing no pedal even all the way to the floor. so I push in the clutch and go to idle speed and back on again. sometimes it will jump back in like something started working again. Seems like if it were the Vp44 it would not work again after letting the engine go to idle and then have plenty of power again.
Did anybody try Wrapping the negative cable or whatever the other post was. Does this work.

This is Seabee's wife (It's my truck), he's going to reset the APPS tomorrow night and see what happens. The only reason this is driving me crazy, is that it only does it when it's under a load. I drive up a hill every day to work, and it used to fly up the hill. But again, we'll see what happens we reset the apps tomorrow.
Could be a few things.
First off, I didn't see any injector or power added mods. Does this truck have a boost fooler? What are the EGTs when it's doing this? What is the RPM?
The gear ratio is close to 265's and 3.54s. Gearing not an issue here.
If it's all stock, I would look to a bad MAP sensor first. This would explain the low boost and if the EGTs are low, it further explains the issue.
If you have high EGTs, loose or torn charge air boots. Or a stuck open wastegate.
Does the truck fall flat on it's face like you are lifting the throttle by chance? If so, bad MAP.
Since fuel pressure seems fine, and it only does it on hard pulls, I am just taking a stab.
I do know of a truck or two with a bad PCM that would only have issues under load as well.
