Just put in new starter, noticed the hot stud loose

I just changed my starter for the 6th time in 15 yrs. 98 24v. 2x4. auto.
I noticed that the stud that the "hot" lead hooks to is not terribly tight. (noticed that while tightening my hot lead to it...I could make it spin?

This seems wrong to me. But I don't know what is inside... I am guessing it may be a part that you cannot get very tight for some reason or another.. Please chime in if you know... It starts fine, but is still on the jackstands.
