How to TEST the Water In Fuel alert WIF

I've a 99 CTD, I've just replace the VP44 due to water in fuel...BOSCH center done the job. When my truck stop running the WIF(water in fuel) doesn't light on on my cluster...WHY?does it not function? how can I test it?

Disconnect the sensor and short the two pins on the wiring harness and it should light up the WIF , the circuit is protected in the ECM. if the the light comes on , then you know the harness and ECM responded correctly with a state change, other simple way is remove the sensor and put it into a cup of water and you should get a WIF light on.
