I'd change the filter and check the figures again.

I would give it a 6 ( 0 to 10 ). Sounds like it's just wearing out. It is a vane pump I believe and if they are like the ones I work on the vanes do wear down.
Allthough I have never torn one of these down, and could be wrong.
