Park the truck where some spilled fuel won't be a problem. Unplug the water in fuel connector - it's on the bottom front of the filter can. Loosen the nut on the top center of the filter and the filter will drop. Replace the element and rubber rings. Reinstall the filter and tighten the nut almost all the way but leave a little loose. Turn on the ignition ( do not try to start ) and the lift pump will run and fill the filter. when fuel starts to overflow the filter tighten the nut. You might have to cycle the ignition more than once to fill the filter. This assumes you lift pump is working. Reconnect the WIF connector. Start the engine. Good luck.

The best way is to check the fuel pressure. Another way is to crack open the banjo bolt on the line going to the injector pump and bump the starter and leave the key on. The pump will run for 30 or so seconds. If you get a good flow of fuel there then the pumps probably working, but you won't know at what pressure.
