engine surge

I've got a buddy with an engine surging problem. Its a 2001 dodge 2500, standard transmission, when he is coming to a stop and pushes the clutch in the engine will begin to surge under the normal idle rpm and then over constantly. When he gets the truck stopped it will idle normal. He keeps the truck well maintained and has had the dealer replace the lift pump at 90,000. The surge began at about 98,000 but the power through the gears is all there. He does pull a small trailer everyday running a landscape business. I cannot think of what it could be any help would be greatly appreciated.

I might add that he said on cold days it will do it occasionally and on hot days it does it more often. One mechanic called the surge "hunting".

First thing I would try is a APPS reset. If hes under the 100k still it maybe worth having the dealer look at it incase its something with the VP.

the truck has passed the 100K mile mark, I believe that it is a fuel problem, I also talked to a diesel mechanic I have known for a while and he said the same as ya'll about the fuel pump. The mechanic did mention it could be the injector pump going bad. How much would something like that cost and also the lift pump?
