Does the LP get a varied voltage?

This might explain why my truck gets higher fuel pressure when the accelerator is depressed.

Normal current flow to the pump is 12 amperes.

With the engine running, the pump has 2 modes of operation: Mode 1: 100 percent duty-cycle with a minimum pressure of 10 psi except when the engine is cranking. Mode 2: 15 percent duty-cycle with maximum pressure of 7 psi with the engine cranking

The 15 percent duty-cycle is used to limit injection pump inlet pressure until the engine is running

I have to put a volt meter on it I guess and see what happens when I drive. I realize of course it will fluctuate a little but a big fluctuatiuon would mean a bad ecm or weak ground on the ecm. Will a relay, one that connects and disconnects the pump from the ecm after starting be the answer to lower pressure and perhaps the varied pressure I see when I accelerate? It would allow the engine to start and then with a dei timer module trigger a relay that would connect it directly to the battery and at the same time disconnect it from the ecm. Would something like this be too hard on the electric motor? Looking for ways to hit 15 psi.
