Do I have 2 different fuel system problems?

Here is what I have.

Problem # 1

This week my fuel pressure started acting up. At first it would drop to 10 lbs and would go no higher. Then on Thursday I was on the way home and it lost pressure altogether. I stopped and shut it off for a min then turned the key on and it had normal pressure, 14-15 lbs. Friday it was the same drill but I was almost home so when I got home I checked the voltage to the pump it was only about 9v but no pressure. Shut it down and start it back up with 12v to the pump and normal pressure. Saturday on the way to work it lost pressure so I nursed it to work. I set it up so I can power the pump manually and let it run until it lost pressure/voltage again. I applied battery voltage to the pump and it ran with 15lbs.

Problem #2

Now the truck won't start at all. I think I need a vp44 I have p1689 and the no start. I cracked open 4 of the injectors and cranked it over for 30 or so seconds a few time. I'm only getting fuel out of one line and it's not much fuel at all.

I have searched but really didn't find anything on the voltage problem to the lift pump. I also understand that is what most likely killed my vp44. I'm going to make sure that the vp44 is getting power before I order a new one, but if I still have a problem with power to the lift pump I need to fix that also.

I did have two problems. The first was an electrical problem that killed my vp. I replaced the vp44 and put an airdog 150 on it. This got me back running but still would die out over bumps. After chasing wires and cleaning plugs I found that one of the leads off the pass. battery ground had a bad connector. I finaly got it running yesterday.
