CPS sensor?

CPS sensor?
My uncle has an mid 98 ext cab 24 valve 5 speed shortbed 4x4. His lift pump went out a while back, and he replaced it. Shortly after, the truck has been really hard to start. It will start right up EVERY time if you roll start it. Also, the speedometer doesent work until about 30mph, and then it jumps up. Could this be his CPS is bad, or is his VP44 shot? It would be great if it was just his CPS bad. Truck also seems low on power. What are the symptoms of a bad CPS in a 24v. My CPS has went bad but its completley different with a 12 valve. Also; his tach works, and everything, just wont hardly start, and speedometer. Any help is appreciated.

Yeah. thats what im figuring. Dont know if there are any codes, he hasnt took it by auto zone, and its been like this forever

no, but mine stated to start hard after I put the new one in? I checked every thing out to make sure it was working. It was Changed the fuel filter. Changed type of fuel also. Last few time's its started just fine.
There's three different temp sensors to check out and the heating grids need to be checked. Also batterys for speed of rollover. Make sure lift pump kicks on for prime, have a gauge on it to make sure pressure is building right away.
