Code PO 230

A friend of mine has a 2001 that coughed and then stopped while rolling up the road at 60 miles an hour. Then would not restart. He's getting a PO 230 code . From some info I found that suggests "Transfer Pump Circuit Out Of Range". Exactly what does that mean? Any thoughts on how to correct this would be greatly appreciated.
He has replaced the lift pump as the one on the truck (8 months ? old) would not pump. He has a fuel pressure gauge on the truck but he says he hadn't been watching it a lot the last little while. After the truck quit he saw that when the key was on he had no fuel psi . The new one pumps but only limited
pressure, only pushing air and some fuel steadily from bleeder on filter cannister. I suggested he take another look at his fuel lines and fittings. Thanks in advance.

First, no matter what the fuel gauge says, go get 8-10 gallons of fuel and dump it in the truck, fuel tank is well known to be empty even though the fuel gauge reads 1/2-1/4.
If it was indeed out of fuel, you will need to bleed the fuel system, starting at the VP, then at the injectors.
new stock lift pumps can and will fail as fast as you can instal them.
the lift pump will run for 20sec or so if you "bump" the starter, when the ECM/PCM sees that the truck is not running it shuts the lift pump off,
