Anyone with injection pump knowledge and governors?

What causes retarded timing in a injection pump? could it be from governor flyweights seized in open position? Or what would happen if governor weights were seized open? high curb idle or low idle or retarded timing?

Gov weights don't effect timing, a governor will cut fuel as rpm picks up past a point and totaly shut off fuel at a certain rpm. In a rotary pump, IE VE pumps on cummins, timing is controlled by advance piston which is affected by transfer pump/houseing and spring pressures. It is different in a inline pump but since I do rotaries I can't explain it just yet (gov is the same timing is different).

Stuck open weights would be a no start if they are stuck fully open.

Stuck in start position (idle or low speed operation position also) would equal a pump with no governor cut out.
