8.3 ISC lift pump

The one on our 8.3 Cummins powered fire truck just went out the other day. Truck is 2 years old and less than 50k miles.
It mounts on the block in a similar location as our truck ones do.

In doing some research, I don't think the lift pump on the 8.3 runs continuious. I think it pumps fuel to the CAPPS?? pump only on start up and then the injector pump takes over from there.
Anyone have more info on the 8.3?
