turbo shaft question?

turbo shaft question?
hey guys, on the turbo shaft, on the exhaust housing side, there is a little washer type piece of metal that rings around the shaft. when replacing my turbo, this washer was getting sucked into the housing and causing it to bind up. i took the washer off and the compressor wheel spins as it should now. is it safe to run the truck without this little washer?

Ok, this is where i am talking about.
towards the wheel where the exhaust side housing is, there was a little metal-type washer, and it was getting caught in the exhaust housing and causing the turbo to not spin freely. I just removed this washer, as i couldnt really see what it did. can anybody tell me what i removed, and if it was ok to remove it.

That is a sealing ring and if it is clean and not damaged it should not cause a problem. Yes you must have it. It probably is not going into the housing due to build up of carbon. It is a little tough to get it in but if you work it just right it will go in. This shaft is the 89 shaft right?
