Is there a cure for peeling clear coat???

I've tried 'fingernailing' all the loose clearcoat off the truck and then just waxin' the tar out of it, Only to have the clearcoat peel keep advancing.

Is there a way to stop it without sanding it down and reshooting the clear, or should I just learn to live with it?

Thanks

You said it - pretty much the only real lasting fix I've ever seen...but then again, Billy Mays has a new easy-shine finish miracle(Liquid Diamond) on late-night infommercials... And just for the record, I'm NOT suggesting it works!!
