Surging

First guys I want to thank y’all for all your help. I am having the surging problem with a 99 Dodge 3500 5.9 24v. I have changed the APPS reset it several times with taking the cables off and draining the ECM, changed fuel filter even changed negative battery terminals just in case they were not grounding good and causing electrical inference. The only thing that helps and it’s temporary is taking the cables off for over night and then it’s back within 30 minutes or so. VP 44 looks to be new. It has an AirDog on it. The fuel pressure is at 14-15psi at idle. The truck doesn’t have a tuner on it. Looking for help

Is the circuit board on top of the VP44 getting really hot? You might want to get a 12v pancake fan for a computer power supply and mount it to the top of the VP44 to keep the board cool.
