pressure in fuel tank

when i open the cap to the money -hole, there is a large amount of vaccum pressure in the tank. even more, lately. why is this and should it be there? should i drill an air- hole in the fuel cap to stop this or get a vented cap?

on a second note, i ran out of fuel last night after the guage got just under 1/2 full. i've had problems before, if it gets lower than 1/4 full, now at 1/2 full it's pathetic to have such a good tow rig and only a 200 mile range. what should i look for inside the fuel tank.

i replaced all the fuel lines rubber and steel just last year.

thanks, kent
