I was born and raised in Albany NY and left in the 1960s for a job in CA. When asked why I left both states I said I did not leave I escaped! Now that CA liberals have taken over OR it looks as if I've got to escape from OR

You have hit on the reasons I left with both NY & CA among the top states for debt the choises I made seem quite reasonable.

Loud exhaust used to sound cool but after years working in the pits with open exhaust on 8-V71&92 Detroit's running up against the governor, 30 years later has left me with permanent hearing damage, and a loud ringing in my ears.
1st Gen's have alot of mechanical noise especially if the hood insulator and tappet cover insulator are missing.

I ride the same road everyday and I drive past people with one headlight.. just headers on chevy V8's and never have I seen them pulled over. I was in the wrong place at the wrong time I guess.
This might help you out as to what NY requires on a motor vehicle, from NY State Code book:
NY Code - Section 375: Equipment
31. Mufflers and exhaust systems. Prevention of noise. Every motor vehicle, operated or driven upon the highways of the state, shall at all times be equipped with an adequate muffler and exhaust system in constant operation and properly maintained to prevent any excessive or unusual noise and no such muffler or exhaust system shall be equipped with a cut-out, bypass, or similar device. No person shall modify the muffler or exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor or exhaust system of such vehicle above that emitted by the muffler or exhaust system originally installed on the vehicle and such original muffler and exhaust system shall comply with all the requirements of this section.
A muffler is a device consisting of a series of chambers or baffle plates, or other mechanical design for the purpose of receiving exhaust gas from an internal combustion engine, and effective in reducing noise.
An exhaust system is a series of mechanical devices for the purpose of receiving exhaust gas from an internal combustion engine and expelling it into the atmosphere.
So my read on it, for what it is worth, is, a straight pipe system is unlawful. A turbo is not a muffler, and for that matter a resonator by code wont work. That's if he knows what he is doing, or looking at. To meet thier standards they want and OEM replacement muffler.

Actually you can thank a Michigan State Trooper. He did a study 30 plus years ago and found out that by pulling over the cars with one headlight 90% of the time they had another writable violation. Of that 90% well over half was for driving on a suspended or revoked O.L. The theory behind it if you don't take care of you car, you don't take care of your license.
On a slow night chasing one eyed bandits is a good proactive bit of police work and used in a lot of drug interdiction. Stop the car on the headlight, arrest the driver for DOS or outstanding warrants, find the drugs in the car, seize the car, turn the money over to DARE, go to the school and see the kids, hand out rulers and pencils.......a good time is had by all.
If you stop mom, pop and 2.3 children tell them to fix the light and go try again.
Oh, and about the db meter, I have not seen a code section like that for an exhaust, our standard is "Clearly audible at 50 feet" but that, in this case, would not matter as a stock truck would have an OEM muffler.

RE ;LOUD EXHAUST Jim lane has it right about the 8V71/92 Detroit. Noise level on these engines are off the charts. I still have the timing pins and O/H manuals. Jim has definitely shone his age on this one!!
Hey now, a 6-71T sounds pretty good through a straight pipe. And has about another 30 horse.

I was stopped by a local LEO one night when I was SURE I wasn't breaking any laws.
He checked my papers and then asked me "why is your truck so LOUD?"
I told him it was a 21 year old all-mechanical diesel, the same engine that's in every UPS delivery van.
He shoved my papers back at me, got in his car, and went back to his hiding place.
I may not be so lucky next time (I do have a 4" exhaust system)

Last time I was questioned about a loud exhaust (On my gasser V-10 rig), I was stopped for speeding a couple over.
After he ran me through and gave me a warning for the speed, he asked me why it was so loud.
Deadpan, my reply was "Because, I consider it to be my Harley", to which he smiled and replied "Have a Nice day", then went to his car.
