I don't know about the smoke screw but the star wheel you can figure out buy removing the afc cover and turning the star wheel up, then pressing on the diaphragm you can feel it bottom on the plastic washer. Turn it up untill it feels different...spring binding.

plugging the smoke screw is exactly what it sounds like, sticking a 1/8'" plug in place of the pre-load screw, I found once I started messin with the fuel screw and starwheel I didn't need it...it will increase mpg's slightly but only if you dont stomp on it off the line....I beleive that spring binding is similiar to full compression, if'n yer starwheel is all the way up you might not be getting full travel of your cone beause the spring cannot compress beyond a certain point....running the starwheel up appears to increase mpg's while sacrificing low end fueling...

but if you are trying to get good milage and you have a lot of low end fueling lots of smoke at take off you might want to raise the star wheel. more pressure on spring then uses more boost to push it down. you can probaly find a good power and little smoke spot thats works good for you.
