The piece in the second picture that has 2 wires connected to it is the fuel shut off solenoid.

its possible that it was gutted by the previous owner already, you should be able to see the spring in the hole if its in there. I've used a small screwdriver to help wiggle the plunger out before.

The shut off solenoid is the same as what is used in the old VW diesels, search for those and you can find them for about $10. many people here including myself are using the cheap VW ones without much issue, for the price buy two and keep one for later.

threading the solenoid back in can be difficult sometime, theres not much room for fingers in there.

the spring and plunger should be in the solenoid if not some one removed them and that would explane why it wont shut off
