Boy, that '59Ford guy sure is silly for getting the word "valve" all mixed up with the word "governor", ain't he? Good thing you quoted his as doing that or else he might go back and change things on ya...
Here's my take on your situation, Rick.
Turbine housing - that 21 cm sucks sooo bad (the 16 is perfect for you)
gauges
4" exhaust - and tow rigs need a muffler or you will hate it.
3200 RPM spring (and do some pump tweaking while you're in there)
a good TC and a shift kit/valve body
compressor upgrade
You won't need to deal with the fuel supply until you add injectors, but you will have a hard time keeping it cool by that point.

Next you need a torque convertor for $400 to $1000; the $400 Hughes model holds 300 horsepower and the $1000 dollar Goerend Brother's model holds !@$% horsepower. A valvebody is optional below 300 horsepower; $400 dollars for a good automatic one, $200 for a manual one that won't work for towing.
Don't forget a second gen flexplate (unless some else has mentioned it). A new converter with a good valve body will make your truck into a whole new beast.
Just FYI, the $1000+ Goerend converters are the billet lockup converters which are not used in our (A518 and 727) autos. For a tow rig, I don't think a billet converter is necessary, especially for the relatively lightweight/low HP towing that Rick is going to do. I had my converter custom built by Goerend for my power level and it was about 1/2 the price you mentioned.

I don't know what to think anymore...
I really need to get an update on thier prices. I called them once and they said that they had convertors for the 727 at $800... Then somebody said that they sell two kinds of converters, triple discs and single discs, for $1000 and $600 respectively... Then somebody said that triple disks don't exist for 727's, and the single discs cost $1,000...
