Anything to do with the KSB is going to be a BOSCH variant, not Cummins.
If you do a bit of research, there are numerous means of operating the VE roller-ring timing mechanism and both left- and right-handed versions of each variant.
I have seen VEs that had plain caps on both sides.
After studying everything that takes place in the KSB, I really don't think one would want to eliminate it, unless another means of timing according to demand were implemented.
There are versions that have a cable-operated cold-start advance.
