Industrial Valve Cover w/oil fill P/N?
Valve cover with oil filler consists of:
* Cummins 3928405 (replaces 3902605) valve cover;
* Cummins 3901895 cap;
* Cummins 3936876 seal
And to plug the front timing cover hole:
Eliminator, oil filler plug - Cummins 3903463
* Cummins 3928405 (replaces 3902605) valve cover;
* Cummins 3901895 cap;
* Cummins 3936876 seal

That's odd. I'm looking at this head behind me, and it looks like it oughta drain fairly well around the two push-rod holes. 
I haven't tried to fill the engine that way either.
(I put a homemade one on there). It works as intended using the OEM fill tube that's been cut short and epoxied in place. I'm just thinking about some mess http://www.genosgarage.com/prodinfo....ABM_*VC12V_BLK.

My truck has the valve cover fill, I have no trouble with upending a quart and having oil backups. I would like to find that extra v belt pulley # on the front of the fan pulley in the pic. http://www.pbase.com/image/92780255

The front oil filler in the timing case gets in the way of the v-belt drive whenever you use the front accessory mount which are the three holes located on the front top of the cylinder head on the passenger side of #1 valve cover. Some of the 4BT's have a vacuum pump located in this position that is driven by a v-belt from the fan pulley.
With the increasing boost, there tends to be an increase in blow-by. With that, the crank-case pressure would rise if not for the OEM crank-case vent on the engine's side cover. But it's only good to a point. The increasing out-flow of gas tends to increase the amount of oil carried out . . . . . making a mess under the truck.
ADDING the 24v vent increases the venting of the block overall. That lessens the volume of gases flowing through any one vent, reducing the amount of oil carry over.
.... least that's what I tell myself.
