diaphragm and fuel

diaphragm and fuel

The other day I pulled the cover off of the diaphragm so I could adjust the starwheel and stuff and I noticed the top of the diaphragm looked a little damp and smelled like fuel.
I then looked at the bottom side of the cover and noticed what looked like oil residue (smelled like fuel) where the banjo bolt enter the cover.
I have never noticed this before. Is this normal or is there something else going on?
