Yes sir, sure did for about 3 hours. Update: Cruising down the hwy at 75 miles an hour and the 4th speed on the fan, it only blows to 60 degrees. As soon as i drop it to the lowest speed it drops down to about 48ish 50 degrees. According to the weather channel its 93 degrees right now in southwest tx!

I noticed the OP didn't mention the evacuation part but I figured because of the work that was done the person doing it knew enough about AC to evacuate. As for colder temp with lower fan speed, the air moving through the evaporator is what removes the coolness, the more air you put through the more cooling it removes until there's none left so starts to blow warmer. You say you replaced the expansion valve, was it an adjustable one and is the capillary tube bulb tight against the suction pipe and wrapped. One other thought, the blend door is it all the way over to full cold, by operating the temp lever you should be able to hear the door flapping against the plenum wall, could you perhaps have slightly moved the cable. Be careful with the cables over time the plastic ends get brittle and break easily.

Is it R12 or 134A? It is really easy to overfill 134A and this adversely affects performance. If it is R12, is the sight glass clear?...Mark

Yes with the ac on high. Did you charge it with gauges? High and low side? If so, what were the numbers? How much oil did you put in?...Mark

I had a similar problem on my 92 W250 and it turned out to be a bad crank sensor. Which is tied into the ac system somehow ? Truck ran fine. Changed the sensor and the AC blows at 28 degrees (R12). Just passing along my experience with the same problem

Compressor was topped off with oil before installing with ester oil, as for freon, it was filled with 3 and a half cans of r12, which is about 40 oz of which 41 are recommened acording to spec. After the compressor install, an additional 2 oz of ester oil were installed into the system

What do you mean topped off? The entire system only needs 8 ounces, too much would give you your symptoms...Mark

We have found the problem, It is not supposed to be full. You are supposed to put 8 ozs in the compressor, no more. Some people divide the 8 ozs between the filter dryer and compressor, but the oil will disperse naturally. You need to purge the system again, put 8 ozs of oil in the compressor, evacuate and recharge...Mark
