It is split at the seam where it attaches to the engine ( where my finger is) and I want to know what I should do about it.

 

I believe that is the tappett cover. It's there for sound suppression mostly.

Ofcmarc is right, its the tappet cover. There's a second sheet metal cover under that foam rubber one you're pointing at. I had mine off when I replaced some push rods and tappets.
I'd leave it alone if its not leaking.
