93 won't Start Pressure relief valve

Will a stuck pressure reief valve cause a no start problem?

Errr I don't know, mine was leaking out the o-ring and the truck ran fine till I resealed it. What makes you think it's stuck? It seems to me that everytime I fiddle with my pump and it won't start is because I indexed the throttle lever incorrectly.

Now that I know what part you're referring to I can say no. By function and design it can never fully close, its purpose is to regulate.
Have tried applying a little throttle while cranking?
Will it start after you bleed the injectors?
Have you thoroughly checked for leaks that can introduce air into the fuel line?
Does this only happen after driving and goes away after sitting a few hours?
Is your fuel shut off solenoid working correctly?
When it was running, did you have any hot idle issues?
Is your lift pump working?
Fuel filter plugged?
