366 spring, now manual shut off stuck!!!!!

Finsihed up swapping in a 90 model cummins into my 86 one ton, converted it to intercooled, pulled ip off to reseal back half and did the 366 spring while apart, didnt pull pump completely apart, just the back and the afc housing. after cranking and cranking and no start, had fuel coming out all injector lines but not a pressured spray.went to check the manual shut off valve and it wont move at all.pulled top back off, and also disabled the fss, after reasembling on and off about 10 times it still doesnt seem to move. Moves just fine when apart, but once tight it doesnt want to move. Is there something that im forgetting to align or ?

truck has stock injectors, airdog 165, with minor pump adjustments.

I saw in the how to that they took out the fuel pin and diaphram, do you have to remove these in order to do the 366 spring?

I ain't no expert, but I think you have to back out the full-power fuel-screw, put the top back on, then put the fuel-screw back.

Don't take this as gospel.

I believe Bearkiller may have hit the nail on the head.
I have a pump sitting here, pulled the top, put it back on without removing the full power screw, I get exactly the same thing. The manual shutdown lever won't move. I think it locks the fulcrum lever down= no fuel.
I've heard of a string trick to pull the fulcrum lever back for assembly of the top without removal of the power screw, but personally have not tried it.

If you had the pump head ("back") off, you also need to be sure the fulcrum ball end is seated correctly in the control collar.

...and if you haven't already, please read about runaway in the sticky.

I used fishing line to pull the lever back the 1st time and unscrewed the power screw the 2nd time. Easiest is taking the power screw out. You almost need 3 hands for the twine/fishing line trick.
