white smoke and diesel leak

In real cold (at least by Oklahoma standards of 10F) weather, my diesel will pour out white smoke and the last time I tried to start in this kind of weather I had a significant fuel leak coming off the back of the block.

Flash forward to this month, in warm weather I am fine, runs just like it should except that its getting 1-2 less mpg, which I assume is just a fuel stock issue. But now, when it gets down to about 40F or below, I still have white smoke for the first few seconds and it is becoming harder to start.

Any ideas? Should I just go ahead and rip out my old hoses and replace and hope that that fixes it?

generally, white smoke is air in the system. Is this a "running" leak?

Meaning that it only leaks if the engine is running? usually those are a return line leaks.

The leak was a running leak, but I have not seen the leak since it got above freezing here.
