Tips on replacing lift pump

That weird overflow valve that I got from cummins for 95$ is supposedly the correct part. I stopped by last night and had him check against the motor serial number and thats the part that came up. It shows 30psi at idle and 30psi at 2500rpm no load.
My next question now is, are you supposed to take this measurement at no load, 2500rpm? is it significant that the pressure dips as far as 18psi with my foot in it?
Ive got a pump in hand and an appointment on monday to swap it out, but I wont if theres nothing wrong in there.
Ive heard something about swapping in a 8.3 lift pump for more volume and I wonder if that 18psi means I have a restriction someplace or a pump that just doesnt flow the volume.
