Simple Fuel Filter Question

Simple Fuel Filter Question
I was asked to help change a fuel filter on a 98 cummins. How do you change it? The bottom of the filter housing seems to have a hexagon shape hole in it, is there a special tool, does the bottom screw off.

There is a nut on the top center that once removed allows the filter canister to be removed. Do not try to unscrew it.

The filter is inside that housing. It is not a screw on filter.
