It is a cone shaped ring in the turbo inlet, it is held in place with a snap ring. Pop the intake tube off, you can use a flat head screwdriver to start getting the snap ring lose, another one is handy when you are working it out, pop the snap ring out, pull the silencer ring out, reconnect the intake tube, and you are good to go.

FWIW- There are no power gains to removing it.

many people like the turbo whistle

which is the primary reason that they pull out the ring in the first place. If you want a bit more sound as well, go ahead and pull the little connection tube from the side of the airbox taht connects to the passenger side fender.. It will whistle just a tad more with that...

I am one that took it out for the sound.

You can also fill the bottom part of the airbox with holes, slightly more air and noise.

After removal of the silencer ring is the snap ring supposed to be reinstalled? It's probally a stupid question but, I want to be sure before I go messing with it. You know?

A performance reason to remove the ring is to open the MWE or map width enhancement slots in the compressor housing.
Personally, I couldn't take the high pitch whistle after removing the ring. I even discarded an aftermarket filter and went back to the stock box to quiet the intake noise.
