New Turbo

im running a 97 with a built auto, 370 injectors (but plan on bigger soon), lasered DVs, studded and ringed head, and adjusted fuel plate...what turbo is the best suited for this and still be good in the 500-600 horsepower range? Im needing help looking at my options so all input would be appreciated.

II or HTT 64-71-14 would probably be the best bet. Big enough to let out all the hot air, but nimble enough to spool without alot of lag. I have been hearing some good stuff about the ATS3000, but no numbers on how it reacts to a 12v's ability to breath. With the fuel you have, I would not go smaller.

I'd look into a 64mm turbo for that. A Garrett 4088 could also work, might have to dig to find a wastegated housing, most non OEM Garrett stuff is a free float housings. 4088 with a 0.85 A/R housing would probably be a decent charger. Its got a good sized turbine on it, 77mm.

I just got an HX-50. It was off an old peterbuilt, but it has no wastegate. Do I need a wastegate for this?

Going by your sig, I doubt you have enough fuel to over spin an HX50. Or do you have some secret stuff going on?
