Thats a bit low. I have a dead stock 95 and I average 15.8 - 16.6. Been like that pretty much since I bought it.
10 is a bit low.
Have you done all the basic tune-up checks as well as checking for fuel leaks?
How's she run over-all? I understand that engine timing can make a big difference on fuel mileage. Could your timing have slipped at all?

If the timing has never been done get it done.
They are prone to slip plus many are off from the factory.

it runs great another thing that i thought of it could be that i put new 255/85/16 tires on and that my odometer is off. That mite be part of my problem it not telling my that actual miles that i am driving.

My truck with the motor in the stock configuration and running 265's was still 18-20mpg mixed driving. That's with 3.55 gears. It sounds like something is off; timing as stated before, fuel filter, pre-filter, air leak, valves, etc. Unless your making the most out of that #6 plate all the time!
