Is an early 12v (like a 89) interchangeable with a newer one (a '97)????

My buddy is wanting to do this.

What are all the differences:
compression
lp
timing cover
head
block

and anythings else.

He will be putting a p-pump on it. He just needs to know if everything else is the same as a newer one.

All he will be replacing is the BLOCK DOWN. DOnt ask me why he just is. LOL

I know the compression for the 94-98 is 17.5:1 but is it the same for the early 12v?

are the early non-intercooled 12v interchangeable with a newer intercooled one???
a motor out of a 89 in a truck that had a 96 with an intercooler.
