Difference in HP ratings from year to year?

I was just curious why the difference between the different HP ratings in the 12 valve are? Say from a 1994 160 HP to a 1998 215? Difference in injectors or set up of the injection pump?

injectors and injector pump changes only!!

94 95 : 160 HP-auto 175-manual
96 98.5: 180 HP-auto 215-manual

the 215 pump is the biggest difference from the other 3!

Just to set the terminology straight-
there is no crank position sensor (CPS) on any 12 valve, it's 24 valve thing.
12 valves have an engine speed sensor (ESS)
