Question Canister under battery?

I was staring at my engine today and i noticed a cable attached to the throttle lever at the injection pump. First thought was it whent to the pedal in the cab. So, i played with it and realized the pedal controll was another rod, not the cable. So, i followed the cable to a canister under the driver's side battery. It also has a sensor of some sort comming out of it as well. Anyone know what that is? Something to do with vaccum?? Can i modify it to make more HP? Emission controls? TIA -Jake

It's the vacuum acuator for the cruise control, it's what moves the throttle. Another cable runs to the foot pedal and connects to the same place.

Ya it's the cruise control actuator, don't think you will have much luck bombing it to gain more hp.
