Unless you replace the intake by going to aftermarket like a Banks High Rise or to a 49 state stock intake, removing or blocking off the EGR will give you negligible results. The Cali version intake has a considerable restriction where the EGR feeds into it.
Just sliding the stock plate will help and a 3K GSK will allow you to rev higher and get up to speed faster. Most start with improved intake and exhaust, coupled with a modified plate.
You didn't fill out your sig so I don't know what your truck is like. In any event, more than minimal power increases put more strain on your tranny and/or clutch. With a Banks Stinger kit for power and fairly careful driving on my '08 the T/C was still OK when I installed a beefier one.
Once you start pumping it up, you'll want to keep taking it up just one more notch. The '98 12 valve is a great engine
